TRASH PICKUP
During the past two months we have experienced some improvement in the number
of residents putting their trash out too early; however we still have a
long way to go. The problem seems to be primarily related to yard
waste. I recently received a brochure from Houston's Solid Waste Management
Dept. (SWMD) regarding their policies. Those applicable to our problem
are:
material to be picked up should be placed at the curb between 6:00 p.m.
the day before and 7:00 a.m. on the scheduled collection day.
SWMD is not allowed to collect any material that was generated by contractors
who were retained by a resident to perform work on their residential property.
Please help maintain the appearance of Forest Cove by following these policies.
Thank you.
BEACON EDITOR
Carol Williams, who has been the editor of our subdivision newsletter for
the past year, has informed the board that she currently cannot devote the
time necessary to continue this service to Forest Cove. Carol has
done an excellent job, and it was with great reluctance that the board approved
her resignation. Thank you Carol for a job well done!
At the December monthly meeting it was announced that Rose McDowell had
accepted the editorship position, however since she will be moving to Kingwood
in the near future, it was agreed by all concerned that the editor should
be a Forest Cove resident.
Elsewhere in this issue you will find a "want ad" for the job
of editor. If you have any experience at all please consider volunteering
for this most important job, as the Beacon is really our only
means of communi |

The Forest Cove Property Owners Association
(FCPOA) board of directors consists of nine board members. Three members
are elected each year for a term of three years. Elections are held
at the Annual meeting of the FCPOA on the third Wednesday in May of each
year.
The amended FCPOA bylaws state that "A Committee on Nominations and
Elections shall be appointed not later than the date of the regular directors'
meeting in April; the committee's list of nominees shall be included in
the notice of the annual meeting. Additional nominations may be made from
the floor at a special meeting of members to be held in April prior to the
annual meeting. Early voting shall be held at a convenient time after the
April meeting, but prior to the election at the annual meeting."
The board has traditionally been made up of the "early settlers"
of Forest Cove. These people have built a close knit community that
made Forest Cove into one of the best places to live in the Houston area.
Many long time residents are now retired, and have the luxury to contribute
their valuable time to maintain the quality of our community.
But with the arrival of many new residents in the past few years, more relative
newcomers have shown an interest in participating in the property owners
association. Last year there were more newer residents on the ballot
than ever before.
It is not too early to become involved in the FCPOA and consider running
for the board or volunteering to serve on a committee. Come to the
public board meetings on the fourth Thursday of the month to learn more
about how you can contribute to your community association. |

cating with the community as a whole on
a regular basis. Until a new editor is located, Kurt Hilarides, the
board secretary, will handle the details in preparing the February issue.
Thank you Kurt for adding this to the many things you are already doing.
POWER OUTAGES
Jim Wallace has made arrangements for Don Kellum and Harry Ewing of Reliant
Energy (HL&P), to be on the agenda for the monthly FCPOA meeting, February
28th . Jim has asked Don and Harry to discuss the many
outages experienced by various parts of Forest Cove over the years.
Plan to be there.
DRAINAGE CONTROL COMMITTEE
An organizational meeting was held on December 18th. It
was attended by about 15 residents representing various areas of Forest
Cove. Five individuals were appointed to the committee. They
were Gerald Boyle, Dennis Fikes, Vicki Flake, Sandra Jefferies, and Tim
Leake. The committee will become a standing committee of the FCPOA
board and will hold their first meeting on January 31st.
POST OAK PARK AT KINGWOOD COVE (VIENNA WOODS)
Our formal Request for Traffic Study was received by Houston's
Public Works & Engineering Department on January 4, 2002. As of
January 28th no response has yet been received. (The request
dealt with the safety of Forest Cove residents once Laurel Springs is opened
to the new mobile home "park".) Through the efforts of the
board's vice president, Marian Burrows, a meeting was held with new City
Council representative, Mrs. Addie Wiseman, to review the request.
Unofficial word has been received that Houston will require a re-designation
of the development as a mobile home "park" as opposed to a mobile
home "subdivision". This is because the developer is leasing
the land to the homeowners instead of selling it to them. We
were under the impression that if a re-designation was required, that a
public hearing would have to be held. Our latest contact with the
city Planning Dept. indicated this was not necessarily true. |

The homeowners association has formed a new
committee (Drainage Control Committee) to look into our drainage/flooding
problem that has been getting worse over the years. I am told that about
10 percent of our residents have received water in their homes at some point.
I myself was severely affected by Tropical Storm Allison as many of us were.
This committee is going to be working with the City of Houston as well as
other venues to try to find solutions to our drainage problems. I will be
the contact point for our residents to forward information on to the responsible
parties. We need everyone's help in this situation if we are to alleviate
this problem.
All residents need to keep their ditches free of debris such as pine needles,
leaves, and branches to keep our water flowing in the culverts.
Please feel free to contact me at my home at (281) 358-1936 or e-mail me
at dfikes@kingwoodcable.com for any questions or concerns you have about

The FCPOA is taking applications for volunteer
positions on the Beacon staff. We need an editor, writers, a type
setter, proof readers, and a webmaster for the FCPOA web site.
Please help us communicate within the community if you can. If
you are willing to help with any of these jobs, please contact Kurt Hilarides
at 281.359.7027, or send email to fcpoa@forestcove.org. |
