The meeting was called to order at 7:35 PM by President Flake.
Director Safarik read the minutes from the August 27, 1 998 meeting. (Attached) Motion by Director Burrows to accept the minutes as read and corrected. Seconded by Director Hernandez. Motion accepted 6-0.
Mr. Harry Hovis reviewed the survey of the ownership of the tracts of land that the FCPOA owns in the vicinity of the Pool and the Community building. (See attached maps) There is one track of land that is used for parking at the Community Center during activities that needs to be refilled by Home Savings to secure the clear title to the property. President Flake will obtain the details of this tract of land. The Hovis survey and title work is essentially complete. Ten copies of the maps have been requested.
Mr. Bill Berry reported on activities at the pool for Sept 1998. (See Attached) The pool is presently closed for the season, and all physical features are in good repair.
Director Wray noted that the deadline for submitting articles to the Forest Cove Beacon is the Saturday after the monthly meeting. All articles should be typed and hand delivered to Director Wray. Director Safarik noted that all advertising for the 3rd quarter of 1 998 had been paid.
President Flake reported for Mrs. Ruth Flake (Community Center Coordinator) that September had no rentals, but October has 3 rentals. There are no major problems to report at the Center. Director Hernandez announced that a survey will be given to all persons who rent the Community Center in order to monitor and improve service. A copy of the survey will be included in the October issue of the Forest Cove Beacon.
President Flake announced that the next meeting of the Deed Restriction Committee will be on October 6, 1998. It was explained to the residents that the Committee was reviewing the proposed revision of the Deed Restrictions before the document is finalized and submitted to the residents for approval. Residents had questions as to who the community representatives were. Director Wray agreed to publish the names of the resident representatives in a future issue of the Forest Cove Beacon.
Resident Betty Norman questioned the placement of speed humps in the subdivision. Vice President Hovenkamp explained that the FCPOA had no control over the request or placement of the humps. The request for speed humps have been from residents who live on the streets, and that the City of Houston conducts a survey of the residents and the traffic to justify the speed humps.
President Flake responded to questions about the proposed sidewalks along Hamblen Road. The sidewalks are nearing the construction phase. Resident Kurt Hilarides reported on a survey that he sponsored on the community's opinion of sidewalks along Hamblen Road. (See attached) A poll of the residents in attendance showed strong opposition to any sidewalks along Hamblen Road. Director Hernandez motioned that a letter be sent to the City of Houston requesting a stop to all plans and construction of sidewalks in Forest Cove. Seconded by Director Neiman. Motion was approved 4 to 2.
Gary Price presented the Treasures report for the period ending August 31, 1998. (Attached).
Mr. Dave Smith presented a summary to the residents of the deed restriction violations noted on his September report. Action on the individual letters was delayed until the Executive Session.
Director Neiman presented the crime watch report for Forest Cove. There is a need for 6 more block captains to give the subdivision full coverage. A complete copy of the crime report can be viewed on the internet at http://forestcove.vonl.com The Forest Cove web page has been designed and maintained by resident Kurt Hilarides as a community service.
Motion to adjourn by Director Wray, seconded by Vice President Hovenkamp.
Meeting was adjourned at 9:20 PM. to Executive Session.
