Lake Houston Safety Plan Posted on April 16, 2021 by Matt Tielkemeijer 542px-Seal_of_Houston__Texas.svg_1_.png Contact: Jessica Beemer (832) 393-3008 jessica.beemer@houstontx.gov Lake Houston Safety Plan – Know Your Zones HOUSTON – Mayor Pro Tem Dave Martin is proud to announce the “Lake Houston Safety Plan”, which promotes lake safety by improving geographical awareness to residents and recreational users preparing them to better identify their location on the lake and how to best report an incident to 9-1-1. Mayor Pro Tem Martin has worked tirelessly over the last year with City of Houston’s Planning Department to create a map for Lake Houston identifying seven geographic areas by color for residents to use when needing to identify their position on the lake. This map was completed in collaboration with City of Houston Mayor Pro Tem Martin’s District E Office, Houston Fire Department, Houston Police Department and Lake Patrol Division, Houston Emergency Center, Houston Public Works, and our partners in the Harris County Sherriff’s Office. The colored zones will be essential when contacting first responders to help reduce response time. This map will be posted at all public docks/piers and offered to private communities for installation within their own private launch areas. The dispatchers at Houston’s Emergency Center have been notified of the Lake Houston Zones and have already started their training. This zone system will continue to be included in future trainings and refresher courses going forward for all City of Houston dispatchers. These maps have also been provided to all Lake Houston first responders and will be posted at public boat ramps. The City of Houston Public Works Department has prepared signage to be placed on the sides of bridges crossing Lake Houston and the San Jacinto River with the names of corresponding roadways which will be highly visible from the water. Signage should be in place by Memorial Day. Over the next several months, the District E Team will be conducting outreach events, a targeted social media campaign, as well as sending out a mailer this summer to Lake Houston residents with more information on the Lake Houston Safety Plan. The District E Office is actively working with communities on the lake to distribute this information. Three positions will be for three years, and one position will be for one year. Due to vandalism, the community center does not have water or power. The election will be held at the old volunteer firehouse located at 1108 Mustang Trail. Due to social distancing currently in place we will have our meeting virtually at 7:30 p.m. Early voting will be held from 5:00 p.m. to 7:00 p.m.; voting during the meeting will be at the same location from 7:30 p.m. – 8:00 p.m. Ballots will be on a clipboard. Your continued support and involvement in our community is greatly appreciated! ----------------------------------------------------------- Forest Cove Townhomes Posted on June 4, 2021 by Matt Tielkemeijer From Mayor Pro Tem Martin’s Office: HCFCD completed the demolition of another set of townhomes on Marina Drive on May 26. The townhome buildings are demolished once every unit for a given building are bought out. With the demolition of this building, there are three buildings remaining. On January 9, 2021, Harris County Commoners Court approved a mandatory acquisition (declared a public necessity) for the 7 remaining townhomes in Forest Cove, and on February 9, they mailed initial offer letters based on the completed appraisals to the owners of these remaining townhomes. The process moving forward is 30 days after the initial offer letter is sent, a second – and final – offer letter will be sent. For those who do not respond by 60 days after the final offer, their file(s) will be sent to the County Attorney’s office to schedule a hearing with the special commissioners for condemnation. HCFCD is scheduling demolition as they complete the acquisition of entire building units. In the meantime, HCFCD is conducting regular cleanups of the properties. City of Houston Solid Waste plans to assist with the cleanup by clearing illegal dumping within the City of Houston Right-of-Way. Mayor Pro Tem Martin continues to work closely with HPD-Kingwood, County Commissioner Precinct 4 Jack Cagle, and Harris County Constable Precinct 4 Mark Herman to increase presence in the area to deter illegal dumping or any other illegal activity. ----------------------------------------------------------- New 311 Application Posted on June 28, 2021 by Cameron Williams Your City of Houston 311 is pleased to announce the start of the Customer Request and Information System (CRIS). After nine months of collaboration, design, development, and testing, we are happy to announce that the new Houston 311 system, 311 CRIS, will launch on Saturday, June 26th, 2021! This cloud-based 311 application will fundamentally improve how we interact with our customers by delivering an advanced, self-service based platform that makes interaction easier, quicker, and more convenient for both citizens and agents. Some of the upgrades and new features of the new Houston 311 include: • A customer self-service portal with a virtual agent, allowing residents to create service requests on their own and reduce call wait times; • A way for City of Houston employees to reclassify a case instead of closing it and opening a new one; • A standardized, consistent service request number for all website, app, or Call Center requests; • A reduction in duplicate service requests, based on location. From 3pm Saturday, June 26th through June 27th, customers must call 311 to create a service request. The 311 website and SeeClickFix app will not be available to create service requests, which will minimize the time required to complete data transfer into the new system. The Houston 311 Call Center will be fully functional, and 311 agents will be available 24/7 to create service requests over the phone. Additionally, beginning Saturday, June 26th, the SeeClickFix app will no longer be supported by the City of Houston. The Houston Police Department has had a Community Service Division since the Seventies. When a group of citizens requested a presentation on a crime prevention topic, they would send one of their officers to the group and advise them what they could do to keep from becoming crime victims again. This is proactive policing. In 1982, out of the patrol division came the idea that citizens also need to know more about their police department before a crime occurred in their neighborhood. From this idea came the concept of the Positive Interaction Program, "PIP." A police agency can be very confusing to most citizens. The Positive Interaction Program holds monthly PIP meetings featuring speakers from different divisions (Burglary and Theft, Homicide, K-9, Helicopters, etc.) explaining how their division operates. Statement Regarding FC Revenues and Expenses STATEMENT REGARDING FCPOA REVENUE AND EXPENSES We have two methods to raise money to pay our bills in Forest Cove. We have a Maintenance Fee and an Operations Fee. Each of these fees has limitations, but do allow the Board of Directors to maintain property owned by FCPOA, Inc. The Maintenance Fee is created in the dedication documents creating each section of Forest Cove. It is a covenant running with the land, and can be changed when 75% of the residents vote to change this fee. It is a very small fee of $10.00 or $20.00 per year, dependent on which section of Forest Cove you live in. The Operations Fee was created by the Texas Legislature. It allows property owners associations to levy a fee sufficient to maintain current assets and to prevent those assets from falling into disrepair. For many years the Operations Fee was $125.00 per lot. Lately, the moneys collected from the Operations Fee have been insufficient to cover our expenses. Board members work hard to keep expenses under control. All of the board members volunteer hours of their time to reduce repair and maintenance costs in Forest Cove. In addition, we have several residents that help us with various projects in order to keep costs down. In 2020, we collected in excess of what we budgeted to collect in both Maintenance Fees and Operations Fees. Further, we also collected in excess of our Transfer Fees. Our total revenue for 2020 was $128,020.00. We were able meet our expenses without dipping into our reserves in 2020 because we did not open the pool due to COVID-19 and security concerns. This reduced our expenses by approximately $20,000.00 in lifeguard fees. We also could not host the 4th of July BBQ due to COVID-19, which reduced our expenses further by approximately $4,000-$5,000. Looking at our expenses for the year 2021, and extrapolating to 2022 and beyond, the Board determined that it would need to raise at least an additional $25,000.00 to meet our expenses and ensure that our property is properly maintained. A partial listing of our largest expenses include: (all costs approximate) 1. Pool utilities, chemicals, maintenance, and staffing: $60,000.00 2. Insurance: $27,000.00 3. Mowing of grounds: $12,200.00 4. Accounting Services: $12,000.00 5. General Repair of Facilities: $10,000.00 6. Legal Fees (not including golf course issues) $7,500.00 7. Mosquito Control $4,500.00 8. Orphan Ditch Maintenance: $4,500.00 9. Drainage Fees $4,000.00 10. Utilities $7,000.00 Total: $148,700 If we collect at the rate collected in 2020, which was over 100% of our historical collection rate, the new Operations Fee with the existing Maintenance Fee will generate approximately $153,050.00. That will leave little room for decreased collection rates and little room for unexpected expenses. Given the costs associated with maintaining our community, I believe the Board increased the Operations Fee the least amount necessary to avoid deficit spending.
